You know we've had three straight years now where more people have moved out of Virgia than to Virgia. It had never happened at all sce we started llectg that data 1978 and now we've had three straight years of . For 10 years now we've been swappg out high payg jobs for low payg jobs and our enomic growth is anemic. You know the most recent year we had was a 2 percent growth rate, which is pathetic, but that was the first time five years we've got above 1 percent. And I feel the enomic anxiety wh my fellow Virgians as I travel the Commonwealth, and 's more pronounced certa parts of Virgia than other parts. But everywhere — you know I was jt meetg wh a large group of women here Northern Virgia talkg about enomic opportuny, and I told a story about a young woman I was talkg to a uple of weeks ago: 26 years old, grew up here Northern Virgia, moved her teen years to Richmond, went to high school Richmond, went to JMU and got a nursg gree. And she's livg Hoton, Texas, right now and she'd rather be livg Virgia. But the opportuni aren't here. Texas has more opportuny, and 's a more affordable place to live. And so we've got to addrs this. I asked how many folks eher have adult children or adult children om Virgia who have gone to our great public schools and are not livg the Commonwealth right now. Have moved to fd opportuni other stat. And two-thirds of the hands went up. And so this enomic anxiety, this ncern about the lack of opportuny and good payg jobs Virgia, is pretty much everywhere I go. Not jt al untry or Southsi or Hampton Roads. But like I say I was jt Tysons Corner and you uld feel there too. It's palpable. And we n make health re more affordable and more accsible whout expandg the Affordable Care Act and Mediid the Commonwealth of Virgia. And we need to take a different approach. We do need to make more affordable, more accsible. But then if they have an accint or whatever they end up g medil servic, and then people who are payg surance rat wd up footg the bill. And so you did explore this issue of havg every emancipated adult pable of providg his or her health re do so, possibly through the tax . And I wrote 2006, and I always say if you had bet my llege roommat 30 years ago that Ed Gillpie would ever read a book, let alone wre one, you wouldn't have had any takers. But I'm proud of that book and I did talk about the health re bate that was gog on at the time 2006 and talked about expandg health savgs acunts, which I thk is a good policy. I talked about tax creds, which is what I was talkg about that chapter of the book and what the bate was at the time. There is a big difference between a tax cred and a mandate. You know people who take a tax cred for a home, for home buyg, are not mandated to buy a home. People who take a tax cred for health surance are not mandated to buy health surance. We do want to make more affordable. And that was one of the optns. There's a lot of different optns that have e to play, obvly over the past 11 years. And that's what Congrs is lookg at now terms of their bate over repealg and replacg the Affordable Care Act. How do you make more affordable, get more people vered? Whout the mandate — and I fought the mandate tooth and nail, as you know, durg the urse of the bate of the Affordable Care Act, Obamare, as was movg through Congrs and vigoroly opposed the mandat. So I oppose a mandate. I do thk that on the nservative si we do have to put forward polici and proposals that make health re more affordable, more accsible to more Virgians. But other stat seems to be somethg that works better theory than practice. That's an Army Corps project the port of Virgia. We need to stop the asslt on our al sector. We need to get more of our own transportatn dollars back to Virgia and spend them as we see f. We need to have more polici that allow for more feral ntractg the private sector rather than what we've seen over the past eight years of sourcg and brgg everythg si ernment. The are polici that directly affect and where I n be effective given my experience the private sector. That said, Lra, one of the thgs we have to do Virgia is bee ls pennt on feral spendg and feral programs and feral polici. And that's why I'm puttg forward a plan that will allow to diversify our enomy and make easier for start-ups and sle-ups to flourish here Virgia. Bee novators and entreprenrs and small bs, they are gog to show the way for the new technologi and sectors and servic that will help diversify our enomy Virgia and we need to do that. But I thk we're an era where any kd of promise is viewed wh great spicn. So, I gus I'm askg two thgs. Is that that a fair characterizatn of your stance? And my parents — my father and his father, they me here legally through Ellis Island and they played by the l and we have a lot of Virgians who have e here legally and played by the l. And we need to rpect those l. You know even wh Print Bh the Whe Hoe, when he was advotg a path to cizenship, as you may know, I opposed that. Wrote an op-ed the Wall Street Journal sayg that that's a bridge too far and we shouldn't reward people who have e here illegally wh one of the greatt thgs that we n nfer the world, which is Amerin cizenship. And so I do oppose cizenship bee I do nsir that to be amnty. I do thk — and I ran my Senate race on what I thk were monsense reforms that would have been helpful at the feral level. You know on a state level we have some polici — although immigratn is feral policy — but there are some thgs I thk that are important here we had. For example Ralph Northam st a tie-breakg vote and support of allowg for sanctuary ci to be tablished the Commonwealth of Virgia. I don't thk that's a good ia for . I don't thk that will make Virgia safer to allow for sanctuary ci to be created here Virgia. So I do oppose that, and I support legislatn that would not allow for our ci and unti to bee sanctuari for those here illegally. I also believe that we should not issue state issued legal intifitn driver's licens to people who are here illegally. And you know we have a challenge for Virgia's stunts beg able to get to our great public lleg and universi. And we need to make sure that people who are playg by the l are first le that regard. And I know that young people who were brought here by their parents illegally through no flt of their own — I appreciate that. But you know we n't ask our taxpayers to subsidize their tun and ny to people, to Virgians, who are here legally and are cizens of the Commonwealth. And yet both Tom Perriello and Ralph Northam support subsidized -state tun for people who are here illegally. And I thk the end there were the higher-ups who were acquted although there was e of that labor. But the qutn was, were the pany higher-ups hoots wh or not. As you know I'm pro-life and I do oppose abortn wh exceptns for the life of the mother beg danger, rape or ct. In terms of a ernorship, the thory that you have is rather limed to regulatns and thgs like that. And I would want to make sure that we have health standards. By the way I should note I know I have a lot of iends who don't agree wh all of my exceptns, you know, terms of my pro-life posns. And I rpect that. I have a lot of iends who don't agree wh my pro-life posn as a whole, and I accept that too. And I wonr, seems to be a difficult issue where people worry that if the ernment didn't — I thk there was an executive orr om McAuliffe sayg that the state won't ntract and e any group as a state ntractor if they discrimate agast people based on sexual orientatn. And people e back and said, Well do that mean that Catholic Chari which you know don't — the Catholic Church don't regnize gay marriage. Can they then not provi servic? Well, first of all I believe we're all created the image and likens of God. And you know I would be a ernor for all Virgians and I rpect people for who they are and I hope that they'll rpect me for who I am and I believe that we n guard agast discrimatn and at the same time protect relig eedoms. You know one of the thgs I thk we have to be very reful about and guard agast, for example, is for those religly affiliated stutns, whether they be chari or health re provirs or tnal stutns, they should not be stripped of their tax-exempt stat or accredatn bee they are adherg to the tes and teachg the tes of their fah. And I worry that is gog to be an effort to ny, for example, Liberty Universy or Christendom lleg, tax-exempt stat or to ny charable anizatns that are affiliated wh a church om their tax-exempt stat.
