On March 15th, the Congregatn for the Doctre of the Fah, the <a href=">Vatin</a> office that f and articulat Church teachg, issued a brief “rponsum” to the qutn, which has e up untri—notably, Germany—where same-sex marriage is legal. The C.D.F.’s answer was a sgle word: “Negative.” But there was an “explanatory note,” which, employg the C.D.F.’s lofty and airls ternal logic, said that blsgs are “sacred signs that remble the sacraments,” such as marriage, which, God’s plan, found “scribed creatn,” is between a man and a woman. Bee same-sex unns nnot, therefore, be marriag, to bls them would be to give sacramental regnn to sexual relatnships outsi of marriage, which the Church, technilly, regards as a s all s. Therefore, bee God “do not and nnot bls s,” the Church nnot bls same-sex unns—and even the “posive elements” same-sex unns nnot “jtify the relatnships.”</p><p class="paywall">The rponsum was no great surprise, but s absolutizg language was, bee ns unter to <a href=">Pope Francis</a>’s emphasis on the Church as an agent ls of judgment than of mercy. It brought to md a pair of earlier C.D.F. statements whose nmnatory language sparked anger and ntroversy. One, lled “On the Pastoral Care of Homosexual Persons,” was issued 1986—a grim year the <em class="small">AIDS</em> crisis—and clared homosexualy “a more or ls strong tenncy orred toward an trsic moral evil.” The other, “Dom I,” issued 2000, durg the papacy of John Pl II, emed religns other than Catholicism “gravely ficient.” That text was so at odds wh John Pl’s plans to mark the new lennium through events wh other relig lears that was seen as an effort to re him .</p><p class="paywall">In terviews and on social media after the new rponsum was released, people the Church who support Pope Francis timated that don’t reflect his posn. Why, then, did he let e out? They ced var extenuatg circumstanc: Francis is the head of a global Church, not jt of the Church progrsive Europe. He is practicg realpolik—throwg tradnalists a bone so as to keep their support on other issu. He was outfoxed by the cleril burecrats of the C.D.F., who met surreptly to draft the document and then phed through while he was by preparg for his long-anticipated trip to Iraq. Gerard O’Connell, who is the Vatin rrponnt for the Ju magaze <em>Ameri</em> and knows the Pope well—O’Connell is married to the Rome-based Argente journalist Elisabetta Piqué, and Francis baptized their two children—sisted on the magaze’s “Insi the Vatin” podst that, given the circumstanc, cricism of the rponsum is “really very unfair to the Pope.”</p><p class="paywall">Circumstanc don’t dimish eher the stg of the document or the Pope’s rponsibily for , however. Although Francis has never supported gay marriage, he has shown a strikg openns to same-sex partnerships. Shortly after his electn, 2013, he famoly said, of gay prits believed to be high posns the Vatin, “If someone is gay and he search for the Lord and he has good will, who am I to judge?” In 2019, he spoke support of legal protectn for same-sex upl, a remark that me to light through the Vatin-approved film “Franc,” which tells of him enuragg a gay uple he knows to raise their three children as Catholics a Rome parish, even as he remd them that “not all people will share your choice of havg a fay like that.” (The film will be released onle on March 28th.)</p><p class="paywall">The rponsum, signed by the C.D.F.’s prefect, Cardal Luis Ladaria, stat only that the Pope “was rmed and gave his assent” to s publitn—an ditn, some say, that reflects the C.D.F.’s views more than Francis’s. But, as the Pope, Francis has full thory over the doctral office and plenty of ways to exercise . Ladaria, a Spaniard, is a fellow Ju, and when Francis promoted him, 2017 (replacg Gerhard Müller, whom Pope Benedict XVI, Müller’s iend and fellow German, had appoted 2012), the move was seen as an effort to brg the C.D.F. more le wh his own prerogativ. The ia that Francis was too by to read the rponsum and nsir s nsequenc don’t seem credible, eher. The statement is jt a thoand words long and is dated Febary 22nd—twelve days before Francis left for Iraq—and his schle Febary was light, as has been throughout the <a href=">panmic</a>. On Febary 19th, for example, he had time to meet—and to bls—the managers and players of U.C. Sampdoria, a Genoa soccer club.</p><div class="Contaer-bkChBi byNLHx"></div><p class="paywall">Neher is persuasive to suggt that qutns volvg same-sex unns are specific to Europe and the Uned Stat. Francis has strsed that the Church mt go to “the margs”—the peripheri—and strive to “acpany” the people fds there on their spirual journeys, through a willgns to “enunter” them their specific personal circumstanc. Last Tuday, Cardal Timothy Dolan, the Archbishop of New York, voted a segment of his weekly podst to the ntroversy. In a ramblg, sual nversatn wh a monsignor om Long Island, Dolan spoke of the rponsum solely as a reaffirmatn of the tradnal view of marriage. “That a’t news. . . . That’s as old as the hills,” he said, notg that “the Catholic Church reaffirms the Biblil teachg, as, by the way, the Orthodox Jews, and Mlims, and the evangelils do.” He add, “I don’t get ,” and bemoaned the sense “that we need to change timels teachg to ‘keep up’ wh the chic e du jour. . . . Please, change the subject!” At no pot did Dolan refer to gay people, much ls extend to them the “rpect and sensivy” that the rponsum self lls for. For Dolan, and bishops like him, same-sex issu seem to ve exasperatn and ntempt.</p><p class="paywall">Some prelat did register rervatns about the document or sought to soften s language. “The unrstandable reactn among many to this rponse will be disappotment,” Cardal Blase Cupich, of Chigo, said a statement. “This should prompt the Church and the archdce to redouble our efforts to be creative and rilient fdg ways to wele and enurage all LGBTQ people our fay of fah.” Archbishop Mark Coleridge, of Brisbane, Atralia, said, “It’s one thg to say we n’t bls same-sex unns. Well, let’s then m ourselv to grapplg wh the qutn about how else we might clu same-sex upl.” Bishop Johan Bonny, of Antwerp, claimed that the reasong the document “do not even reach the level of high school.” Bishops Germany sisted that they will explore the qutn further. In the Uned Stat, meanwhile, nety-five Catholic stutns and thirteen bishops have lent their support to a public statement that has been circulatn sce January, which tells L.G.B.T.Q. youth that “God is on your si.”</p><p class="paywall">This past Sunday, Pope Francis, durg his weekly addrs to the fahful, spoke cryptilly of the need for Catholics to live out their fah “not wh fleetg words but through ncrete, simple, and urageo exampl; not wh theoretil nmnatns but wh gtur of love.” Gerard O’Connell reported on <em>Ameri</em>’s Web se that “rmed sourc” had told him that they believe Francis was alludg to the rponsum. Surely, he was. For the moment, though, the claratn the rponsum that God “do not and nnot bls s” hovers over the liv of L.G.B.T.Q. Catholics. Michael O’Loughl, the thor of a forthg book about Catholics durg the <em class="small">AIDS</em> crisis, observed that the passage is an equivalent of the “trsic moral evil” of the 1986 C.D.F. statement—“a few words that feel as if they were chosen to wound—and, based on the reactn by L.G.B.T. Catholics, they did.”</p><p class="paywall">At the moment, there’s no clear way forward om the current C.D.F. statement. In a prev role at the Vatin, Cardal Ladaria, the C.D.F. prefect, was tasked wh reëvaluatg the Church’s old teachg on Limbo, the place (rather than Heaven) where children go if they die unbaptized.
