It cis which bills go to the Hoe floor, and how and when they will be bated. In late May, when the feral ernment teetered on a fancial cliff, at risk of fltg on s loans, the untry was untg on the thirteen members of the Rul Commtee to advance a bill that would lift the bt ceilg and prevent a crisis. But what were the l of Rul? Whenever I read up on the mtee, I felt like that meme of a woman squtg through a gzy palimpst of math equatns.</p><p class="paywall">I unrstood that Rul, like the rt of Congrs, was strintly divid. In January, as part of the almakg required to bee Speaker of the Hoe, <a href=">Kev McCarthy</a> had agreed to stall far-right members of the G.O.P. to powerful mte. Rul now had ne Republins, three of whom were om or allied wh the Tmpist <a href=">Freedom Cc</a>, and four Democrats, all om the Progrsive Cc. The Freedom Cc hated the <a href=">bt-ceilg promise</a> that McCarthy later vised wh Print Bin, argug that was stuffed wh “unnecsary, wasteful spendg,” and promised to vote down. Chip Roy, one of the new Freedom Cc members on Rul, lled the bill a “betrayal” by McCarthy. The Progrsive Cc wasn’t happy, eher. Jim McGovern, of central Massachetts, the rankg Democrat on Rul and one of the most liberal members of Congrs, nsired the promise an attack on “the most vulnerable our untry.” He opposed the bill’s expansn of work requirements for “life-savg food benefs” and asked why the Republins weren’t willg to raise tax on rporatns or trim ary spendg. “Give me a goddam break,” he said.</p><p class="paywall">In the end, neher McGovern nor Roy got what he wanted. Dpe their no vot, a majory of the Rul Commtee sent the bill to the full chamber; the Senate approved, and Bin signed off. McGovern had joed the Rul Commtee 2001, and was s chair om 2019 to the start of 2023. Now he was gettg ed to losg. Sce jog Congrs, 1997, he has been known for his ialism and abily to play well wh others. He has served unr five Prints and seven Speakers of the Hoe: Newt Ggrich, Dennis Hastert, Nancy Pelosi, John Boehner, Pl Ryan, Pelosi aga, and McCarthy. The list remd me that, for all our talk of unprecented polarizatn, there have been plenty of act moments recent history. His parents owned a small liquor store and rented out an attached triple-cker home. In middle school, McGovern learned about <a href=">Gee McGovern</a> (standg joke: “no relatn”) and volunteered for his 1972 Printial mpaign. After llege, Washgton, D.C., Jim McGovern got a staff job the office of the Massachetts ngrsman Joe Moakley. This was the era of Ronald Reagan’s dirty wars Central Ameri, and McGovern led an vtigatn to the executn of Ju prits El Salvador. When McGovern was sworn to the Hoe, he was flanked by the senr McGovern and by Moakley, who had been the chair of the Rul Commtee. A few years later, Moakley was diagnosed wh ncer and lobbied for McGovern to take his place. “He lled me up, and he said, ‘I have three months to live, and you need to go to the Rul Commtee,’ ” McGovern told me.</p><p class="paywall">Last month, I spent a uple of days wh McGovern D.C. On a hot Tuday morng, the start of a seventh nsecutive week ssn (many vatns were ncelled, owg to bt-ceilg negotiatns), he was at his sk, preparg for yet another Rul meetg. His staff me to drill him on the agenda and some talkg pots, then htled him unrground to the Capol.</p><p class="paywall">The Rul Commtee meets a cramped rectangular room pated lemon and ocean blue; portras of former heads of the mtee hang on the back wall. (When McGovern was chair, he had a py of Kadir Nelson’s patg of Reprentative Shirley Chisholm, the first Black woman to serve on Rul, add to that wall; has sce been taken down.) At 3:05 <em class="small">P.M.</em>, Tom Cole, of Oklahoma, the current chair, started the meetg. The members weren’t all attendance, and those who were stepped and out of the room. Only Cole, McGovern, and Mary Gay Snlon, of Pennsylvania, stayed put for the entire proceedg. McGovern wore a black su, black drs sho, and a light-blue polka-dot tie. He cycled through a set of pos: rtg his bald head his hand, gnawg on a pen, pursg his lips, scribblg on documents prepared by his staff. That day, there were three agenda ems, two of which were wonky: a bill that rced certa mortgage fe, and a package of bills that would amend surance optns unr the Affordable Care Act. The fal em was a b of theatre: a nonbdg rolutn that nmned the e of public schools to hoe new immigrants.</p><p class="paywall">Several weeks earlier, the Mayor of New York Cy, <a href=">Eric Adams</a>, had announced that some of the tens of thoands of migrants who’d recently arrived om the southern borr (or perhaps some Republin jurisdictn that had load up b wh asylum seekers) uld be temporarily hoed twenty public-school gyms. The plan provoked a strong reactn om parent groups and right-wg media, and soon appeared to be scrapped. Neverthels, Reprentative Virgia Foxx, of North Carola, who heads the Edutn and Workforce Commtee, gave ttimony support of the rolutn and s reproof of “shelterg aliens.” “The borr is wi open,” she said. McGovern observed that the rolutn was “a big nothgburger,” more P.R. than policy. “Do this have the force of law?” he asked Foxx.</p><div data-attr-viewport-monor="le-recirc" class="le-recirc-wrapper le-recirc-observer-target-1 viewport-monor-anchor"></div><p class="paywall">She said, “Mr. McGovern, you know better than anyone” what a Hoe rolutn do.</p><p class="paywall">“I do,” he said. “I jt wanted to make sure you did.”</p><p class="paywall">The Rul Commtee generally hears ttimony only om legislators (often the heads of other Hoe mte) and don’t enforce time lims on bate. It had been assumed that, bee of the privileged stat of Rul, the people who got the job would police themselv. That no longer seemed to hold; recent meetgs had n as long as eleven hours. This meetg was draggg, too. My md started to wanr. I studied the members’ name plaqu and logged the verbal ntortns of m. The Republin women went by “Mrs.,” the Democrats by “Ms.” “The gentlelady om New Mexi,” the “gentleman om South Carola,” “our iends on the other si of the aisle” . . .</p><p class="paywall">McGovern and the other Democrats were annoyed by the immigratn rolutn. Roy was annoyed by their annoyance. South Texas was overn by “illegals,” Roy said, and Washgton didn’t seem to re. Bin, he said, had abandoned the borr to let a flood of fentanyl pills and Central Amerins. Roy yelled and banged the sk for emphasis, as though he were dng for a slot on Fox News. This roed the members who’d been dozg off. The room was eezg, and the tips of my fgers had wrkled and gone numb.</p><div class="Contaer-bkChBi byNLHx"></div><p class="paywall">At 6:25 <em class="small">P.M.</em>, three and a half hours to the meetg, Cole started to wrap thgs up. “I don’t envy your job, Mr. Chairman,” Thomas Massie, a Freedom Cc-adjacent libertarian om Kentucky, said.</p><p class="paywall">“Nobody do,” Cole replied.</p><div><div class="ConsumerMarketgUnThemedWrapper-iUTMTf jssHut nsumer-marketg-un nsumer-marketg-un--article-mid-ntent" role="prentatn" aria-hidn="te"><div class="nsumer-marketg-un__slot nsumer-marketg-un__slot--article-mid-ntent nsumer-marketg-un__slot---ntent"></div><div class="journey-un"></div></div></div><p class="paywall">“I do,” McGovern said. Everyone lghed, though McGovern wasn’t pletely kiddg. When he had been chair, he told me, the mood was more civil. People let each other talk, roughly equal amounts. They listened when he stcted them not to ll immigrants “illegals.” “It was a totally different game,” he said. “I would do favors for Republins.” Of the Republins now on the mtee, McGovern was iends wh only one. “I love Tom Cole,” he said. He often went to Cole’s office for a post-work cigar and whiskey.</p><p class="paywall">McGovern missed the old days, when “we still had a lot of Republins who rpected the stutn,” he told me. I was skeptil about this nostalgia—he had entered the Hoe when Ggrich was charge—until I watched some old clips on C-<em class="small">SPAN</em>. In January of 1997, he appeared wh fellow-hman Roy Blunt on the ll- talk show “Washgton Journal.” Three 202 numbers flashed onscreen—one each for Republin, Democrat, and pennt llers. The mera cut to a pair of hands flippg through pag of a physil newspaper. I was stck by how slow and quiet (and vaguely European?) the program seemed. The host asked McGovern what means to be a progrsive Congrs. “Well, I thk means someone who believ dynamic and efficient ernment,” he said. A ller asked about a recent ethics vlatn by Ggrich. “I thk Jim and I are total agreement,” Blunt replied. “We are all hurt by the ncept that everybody polics is dog somethg wrong.”</p><div data-attr-viewport-monor="le-recirc" class="le-recirc-wrapper le-recirc-observer-target-2 viewport-monor-anchor"></div><p class="paywall">Over time, McGovern felt the erosn of this öperative ethos. It wasn’t entirely lear. He has served unr five Republin Speakers, and told me, “I like none of them.” But, even durg the long war over the Affordable Care Act, he remembered some level of bipartisan possibily. Donald Tmp’s Princy reprented a harrowg parture. January 6th was even worse. McGovern was on the Hoe floor when reports of unwieldy protters trickled . Secury officers approached Pelosi, her Speaker’s chair, and spired her away. “She left her phone there,” McGovern told me. “She never me back. And so I was tasked wh evacuatg the Hoe.” As the chamber emptied, he found himself near the glass doors of the Speaker’s lobby. He watched a group smash through . Then, he heard a gunshot: the Capol Police had killed Ashli Babbt, who was climbg through the hole. After all that, McGovern assumed that the Republins would nmn the protters and stop qutng the legimacy of Bin’s electn. He was disappoted. His lleagu the G.O.P. would tell him, “ ‘Well, this is horrible, but I have to vote to overturn the electn bee of my primary.’ ”</p><p class="has-dropp has-dropp__lead-standard-headg paywall">After thirteen terms the Hoe, McGovern still thks of himself as “an accintal ngrsman.” He told me that “retail polics” was, and still is, the part of the job he lik least: “Enterg a room and sayg, ‘Hey, I’m fabulo! Vote for me!’ ” He prefers the actual lawmakg and small, focsed meetgs.</p><p class="paywall">In a Capol hallway, on their way to the Rul meetg, McGovern and his team sped past the immense, robed figure of the Reverend <a href=">William Barber</a>, who’d brought hundreds of activists to town for a natnal meetg of the Poor People’s Campaign. Four people om the mpaign’s wtern Massachetts ntgent met wh McGovern his office to talk about food and hog. On the wall behd them were mementos om Cuba, whose revolutn McGovern had briefly dreamed of jog as a young man. (His father’s rponse: “I’ll break your ass.”) An activist om Northampton, wearg a shirt that read “Poverty = Death,” explaed that he was a veteran and hated seeg people go homels and hungry the U.S. “That’s why I voted agast this bt-ceilg al,” McGovern told him. “Seven hundred and fifty thoand people are gog to lose <em class="small">SNAP</em>, and this is jt the begng.”</p><p class="paywall">Hunger has been the domtic issue of McGovern’s reer. It wasn’t exactly TikTok material, but when the nference was fally held, last September, marked the lnch of a natnal public-private strategy to improve food accs. His new goal was more lol spe: he was hopg that Massachetts would approve a budget for ee, universal school meals. His two sisters worked public schools “enomilly challenged neighborhoods” of the state, he told me. “They see a lot. When the migrants-hoed--schools thg me up aga, the parti repeated their tak, but a more polished fashn. McGovern lled the rolutn “a rotten, shameful thg to do” and another sign of “the unproductivens of my Republin iends.”</p><p class="paywall">Later, there was a motn to censure Adam Schiff. Anna Pla Luna, a first-term member of the Freedom Cc, om Florida, rose to read what felt like crimal charg, and Jamie Rask, the Maryland Democrat, stood at the opposg lectern. A uple dozen people spoke for and agast: Lren Boebert, Marjorie Taylor Greene, Hakeem Jefi. I looked across the chamber om my spot the send-floor prs gallery. A row of uniformed schoolchildren was stg murely, listeng to Greene yell. When Boebert started to talk about Schiff’s tombstone—she remend that scribe “his failed reer Congrs and to be one word: liar”—the Democrats dibly harmphed. I uld almost see their ey rollg unison. McGovern chewed on his pen and looked around the chamber.
