Eisenhower brought Cutler to Washgton the 1950s to overhl natnal secury, promptly appotg him the untry's first natnal secury adviser.</p><p class="">He was lled "Ike's mystery man" — often at the print's elbow llg, for stance, for more ndor about the dangers of nuclear weapons. No man wh the possible exceptn of the print knew so many of the natn's strategic secrets, The New York Tim wrote at the time.</p><p class="">He was also gay, at a time when beg out meant losg one's reer, or worse.</p><p class="">Cutler backed Eisenhower's efforts to ban munists, gays and lbians om ernment, cludg <a href=">Executive Orr 10450</a>. Those efforts me durg the Red Sre — driven by fear of munists — and the lser-known Lavenr Sre, when Sen. Joseph McCarthy and FBI Director J. Edgar Hoover, both thought to be secretly gay, ferreted out others who were.</p><p class="">That led to not only disptn and persecutn, but suicis.</p><p class="nt-medium">"Executive Orr 10450 intified and targeted a vulnerable mory, to pot to this mory as g lots of societal ills," reporter <a href="><strong>Peter Shkle</strong></a>, Cutler's great-nephew, tells <em>Here & Now</em>. "It's an credible example of what n happen: People who have polil power beg blamg our problems on a mory."</p><p class="">Hoover would report his latt spicns to Cutler, unaware that Cutler was gay. So were other men natnal secury: Skip Coons, a Naval telligence officer who Cutler reprsed while ernment but fell eply love wh later, and Coons' iend <strong>Stephen Benedict</strong>, who held several important secury jobs after both Cutler and Coons died.</p><p class="">Benedict hered Cutler's diari, which he gave to Shkle, who ed them to wre the book "<a href=">Ike's Mystery Man: The Secret Liv of Robert Cutler</a>."</p><p class="nt-medium">"I lied many tim, of urse," Benedict, now 92 years old, rells of workg ernment as a gay man alongsi Cutler. "That was somethg one did almost like me as natural as drkg a glass of water, bee you knew that the atmosphere was such that you would never even be nsired for a job were you to e out yourself."</p><span><h3>Interview Highlights</h3></span><p class=""><strong>On how the Lavenr Sre origally me about</strong></p><p class="">Stephen Benedict: "It really go back to 1947, and that is when the Lavenr Sre, so-lled, really began to get a head of steam, and partly bee was associated wh the whole Alger Hiss-Whtaker Chambers affair, which helped to be the two issu of munism and homosexualy — 's almost plete myth. There's almost no tth whatsoever to the proposn that homosexualy predispos anyone to eher munism or to beg blackmailed."</p><p class=""><strong>On Cutler gradually g to terms wh his sexualy</strong></p><p class="">Peter Shkle: "Bobby Cutler's life stggle to unrstand his sexual orientatn played out through the very tryg years the ccible of the Natnal Secury Council. I thk his fal unrstandg that he loved this young man, Skip Koons, wh all his heart me as late as 1957. It's actually all the sadr, bee is many ways an unrequed love."</p><p class=""><strong>On rearchg and wrg about Cutler's life</strong></p><p class="">Shkle: "The entire procs was a 12-year journey for me, learng not only about my great-uncle's life, but also the experience of gay Amerins. … Cutler did not have to brg forward [Executive Orr 10450] that had been drafted unr Print Tman that ntaed the ban on sexual perversn. There had been another tighteng of secury l that was proposed, and Cutler said, 'Mr. Print, you should really go back and rensir this other orr.' And this is probably owg to Bobby's sense of procral ernment. But the fact was that was Bobby who went back and brought forward this orr. In all honty — and I know Steve objected to this. In fact, what's fascatg about the bate over Executive Orr 10450 is that there is virtually no rerd of anybody qutng the cln of the ban on sexual perversn."</p><p class="">Benedict: "I don't thk that Bobby Cutler or anyone uld have done anythg to reverse a set of polici. It was nceivable that those days anyone uld have sudnly taken a ntrary posn wh rpect to this whole issue."</p><p class=""><strong>On the 50th anniversary of the Stonewall rts, which occurred roughly a after this perd of persecutn agast gays and lbians the '50s</strong></p><p class="">Benedict: "It was certaly a very important event. As far as I'm ncerned lookg back 70 years, the most extraordary thg is how far we've e. Certaly not as far as we should. (Courty)</figptn></figure><span><h3>Book Excerpt: 'Ike's Mystery Man'</h3></span><p class=""><em>by Peter Shkle</em></p><p class="">One day late April 1954, Skip Koons and Steve Benedict drove to Alexandria, Virgia, a sleepy town on the Potomac River about eight south of Washgton. Its leafy, brick-paved streets were led wh eighteenth-century lonial hom, some down-at-heel. The two young men toured a three-story rental property known as the Dr. Dick Hoe, named after s former owner, Dr. Elisha C. Dick, a physician who red for Print Washgton on his athbed. The two young men cid that the elegant yet most brick home loted at 209 Prce Street, far om pryg ey the pal, would be perfect for them. Skip and Steve need to keep their homosexualy out of sight, and the Dr. Dick Hoe soon beme their refuge.</p><p class="">After Skip and Steve moved to the hoe May, Bobby vised for cktails on a number of ocsns. His warm iendship wh Steve had begun on the Eisenhower mpaign tra, and he had veloped a close relatnship wh Skip workg wh him at the NSC on matters like Operatn Solarium and the Guatemala up. Skip had even troduced Bobby to his mother, Peggy Lutz, to whom Bobby had wrten a letter January 1954, “I have bee very fond of Skip, and thk he is a remarkably talented young man.”</p><p class="">Soon, Skip brought to the hoe a new boyiend, twenty-three-year-old Gaylord Hoftiezer, who went by Gayl. A South Dakotan, Gayl had served the US Mare Corps but was recently discharged. He soon began sleepg regularly Skip’s room on the send floor, and Bobby beme iends wh Gayl, too.</p><p class="">Steve and Skip knew they need to be discreet if they wanted to avoid trouble McCarthy-era Washgton, so they kept reasonable hours, didn’t have parti, and didn’t equent gay bars. Their work life was route, although their differg rol at the Whe Hoe meant they had different schl. Each morng, Skip and Steve would get their separate rs — Skip, his black Thunrbird nvertible, and Steve, his dark green Stubaker — and drive north along the Potomac, cross the bridge to Washgton, and park the Whe Hoe parkg lot.</p><p class="">Shortly after movg to the hoe, on May 24, Steve’s reer took an astonishg turn when Eisenhower chief of staff Sherman Adams appoted him to be the Whe Hoe secury officer. His duti as secury officer, to be performed addn to his other duti as assistant staff secretary, chiefly entailed reviewg FBI background reports on potential appote — like the on on Bohlen and Vannberg that had ed so much nsternatn — and report to Adams. A year had passed sce Ike signed Executive Orr 10450, which effect had banned homosexuals om any feral job, let alone the posn of Whe Hoe secury officer. Months after Steve took his new Whe Hoe secury post, FBI director J. Edgar Hoover ved him to a cktail party at the Army and Navy Club Washgton for officials whose work brought them to ntact wh the FBI.
