In 1978 Frey and his partner Roger Kean joed forc wh Purnell to form Street Level, which ntued to publish HIM together wh Teenage Dreams, Hot Dog, and the HIM Gay Library seri. Street Level also beme volved wh the gay club Heaven, which opened s doors December 1979, arrangg theme nights promoted through HIM magaze.

In October 1982 they moved om London to the small market town of Ludlow, where for a year Frey ntued producg ‘Rogue’ strips for Millivr’ Mister magaze, and created a new gay ic-strip lled ‘The Street’ for the re-lnched HIM liftyle magaze, later renamed Gay Tim. Frey was addnally a notable creator of gay erotic ics, published HIM Magaze and the 'Meatmen' ic book seri. Wh his hband Roger Kean as scriptwrer, he drew the wild adventur of the sctive hunk 'Rogue' (1976-1983), the more realistic but short-lived gay romance story 'The Street' (1982) and the tillatg 'Bike Boy'.
Gay erotic ics. In the 1970s, Frey also found his niche creatg gay ics. Between 1975 and 1983, he drew several erotic ics and illtratns for gay magaz like HIM Magaze, Man-to-Man and After Lunch.
Frey was motivated to venture to gay ics when buyg a py of Playguy 1975 and readg their ic strip. Through former Ingno edor Alan Purnell, Frey then found a new home another monthly gay magaze, HIM Internatnal.
