This memorandum reaffirms and supplements the prcipl tablished the Printial Memorandum of December 6, 2011 (Internatnal Iniativ to Advance the Human Rights of Lbian, Gay, Bisexual, and Transgenr Persons). That memorandum, for the first time, directed executive partments and agenci (agenci) engaged abroad to ensure that Uned Stat diplomacy and foreign assistance promote and protect the human rights of lbian, gay, bisexual, and transgenr persons everywhere.
