In exceptnal circumstanc, if a untry do not have an official Mr Gay petn and an anisatn and no other natnal partners or anisers want to appot, select or nomate a legate, any gay man wh a fay addrs and passport om a given untry n register as a legate through our Wild Card Program (WCP).
