The Gaynor Memorial Commtee missned German-born sculptor Adolph Alexanr Weman (1870–1952) to create the bt of Gaynor flanked by a pair of allegoril bas-reliefs reprentg law and strength on one si and knowledge and ease on the other. The scriptn, “Ours is a ernment of laws not men, ” scrib Gaynor’s anti-rptn, pro-reform style.
